Because the kids love it. I imagine the real reason is because it's an easy emotional exploit. You don't have to actually write character development or character driven tragedies when you can just throw Jodie up on a pool table and get dem legs spread.

Game isn't great. Aside from David Cage saying "game overs are failure more so of the game designer than the player" which is a fucking stupid statement in of itself. The game is also riddled with awful writing that makes no fucking sense. Take for example the homeless section in which Jodie can choose to go down rape alley and blow the guy for 10$. If you choose to do it Jodie will back out and get near raped. She's completely defenseless and needs Aiden to save her. Okay. Except you know by this point in the story she has fucking CIA training and is capable of taking down two armed men twice her fucking size. What? Is dick her kryptonite or something? 

Now you could just say "but jaaaaaaaaack she was homeless and hadn't eaten yet so of course she's weaker" Okay. Fine. Except later on in that same chapter she takes down three armed teenage males at the same fucking time. BEFORE she's eaten mind you. So where the fuck where these kung fu moves when the threat of dick was around?

I'd write more about how much this game pisses me off but I highly doubt anyone will even read what little I wrote. But I am going to add this. I only pointed out one example of bad writing. There are several more I can bring up. But I guess all that can't be too important since Philbert still gave the game a fucking 9/10. I mean it's not like he's just too stupid to actually realize how shit the game is, right?

Edit: Oh I fucking forgot to mention. If you DON'T use Aiden to save Jodie from the rape alley monster. The dude will just get bored and fuck off. Ace writing there Cage.
